Qatar Financial Centre
Qatar Financial Centre (QFC) is a financial and business centre established by the government of Qatar in 2005 to attract international financial services and multinational corporations to grow and develop the market for financial services in the region. QFC aims to help all QFC licensed firms generate new, and sustainable, revenue streams. It provides access to local and regional investment opportunities. Business can be transacted inside or outside Qatar, in local or foreign currency. Uniquely, this allows businesses to operate both locally and internationally. Furthermore, QFC allows 100% ownership by foreign companies, and all profits can be remitted outside of Qatar.
The QFC Authority is responsible for the organisation’s commercial strategy and for developing relationships with the global financial community and other key institutions both within and outside Qatar. One of the most important roles of QFCA is to approve and issue licences to individuals, businesses and other entities that wish to incorporate or establish themselves in Qatar with the Centre.
The QFC Regulatory Authority is an independent statutory body and authorises and supervises businesses that conduct financial services activities in, or from, the QFC. It has powers to authorise, supervise and, where necessary, discipline regulated firms and individuals.
Qatar Central Bank
Qatar Central Bank works within the framework of the Law No. 13 of 2012.
Objectives:
- Maintain the currency value and ensure the monetary stability.
- Act as a high regulatory, supervisory, and control authority for all the financial services, operations, markets, and activities which are carried out in or through the State in accordance with the best international standards and practices.
- Establish a sector for financial services, business, markets, and activities that is based on the market rules and enjoys stability, transparency, competitiveness, and governance.
- Enhance the general trust in the State as a major regional hub for financial services, business, markets, and activities.
- Ensure the regular development of the financial services, business, markets, and activities, in line with the objectives of economic development and comprehensive growth of the State.
In addition, the QCB shall work, in cooperation and coordination with the Ministry and competent government authorities, to achieve the objectives of the general economic and development policy of the State, in accordance with the following objectives:
a) Stability of the Riyal exchange rate, and its convertibility to other currencies.
b) Stability of the prices of goods and services.
c) Financial and banking stability
Tasks and Functions:
- Issue currency and regulate the circulation thereof.
- Act as the government bank.
- Act as a bank for Banks and financial institutions operating in the State.
- Set the systems and rules that help ensuring the stability of the financial and banking sector, increasing its competence, and contributing to its development.
- Set the controls, instructions and guidance related to governance, transparency, and good management in all the financial institutions subject to the QCB control.
- Set and implement principles, controls, and standards of control and supervision on financial institutions.
- Set a system or establish a fund to protect and ensure the deposits severally or in cooperation with the banks operating in the State.
- Set systems and procedures ensuring the protection of consumers of financial products and services, including the regulation of financial instruments, products and derivatives, and the awareness of embedded risks.
- License financial institutions to conduct financial services, business, and activities, and control and supervise such institutions, in accordance with the provisions of this law and the decisions issued in implementation thereof.
- Facilitate and encourage creativity in the field of financial services business and activities industry.
- Take the necessary measures to face the world, regional, or local financial or economic turmoil and crises in coordination with the Ministry.
- Take the appropriate procedures and measures to prevent crimes related to financial services, business, and activities.
- Manage and invest its funds and reserves.
- Establish, manage, and develop the financial and banking services regulations as well as the support services.
- Establish, manage, and develop the credit status, institutions, and companies that serve its objectives.
- Advise the Council of Ministers in terms of economic affairs.
- Notify the Council of Ministers of any factors which threaten the stability of the banking or financial system, and propose the adequate solutions.
- Represent the State at monetary, financial, regional, and international institutions.
- Prepare researches and studies, as well as publish statistics related to its activity and businesses.
- Any other duties or functions entrusted to the QCB by the Emir.
Qatar Financial Centre Regulatory Authority
The Qatar Financial Centre (QFC) is the financial and business centre established by the Government of Qatar in 2005 to attract international banking, insurance business and other financial services in order to grow and develop the financial services sector in Qatar and the region.
The QFC offers domestic and international firms the opportunity to establish a broad range of banking, asset management and insurance businesses under a legal and regulatory regime that meets international best practice.
The Qatar Financial Centre Regulatory Authority is the independent regulator of the QFC, established to authorise and regulate firms and individuals conducting financial services in or from the QFC. It has built a principles-based regulatory regime aligned with widely used common law, embracing transparency, predictability and accountability.
In December 2012, the Law of the Qatar Central Bank and the Regulation of Financial Institutions (Law No. 13 of 2012) was enacted. The new QCB Law is an important step towards promoting financial stability across the State of Qatar and formalises the high levels of co-operation between the Qatar Central Bank, the Regulatory Authority and the Qatar Financial Markets Authority through the establishment of the Financial Stability and Risk Control Committee.

Qatar Financial Markets Authority
The Qatar Financial Markets Authority (QFMA ) was established under Law No. 33 of 2005 as an independent regulatory authority for firms that are authorized to conduct financial services activities in or from the state of Qatar, and empowered to exercise regulatory oversight and enforcement over the capital markets. Recently, the QFMA new law No. 8 of 2012 has been issued to give the QFMA wider powers to supervise and monitor the securities industry in the state of Qatar and increase the scope of international cooperation.
In pursuit of its objectives, the QFMA has been enhancing its regulatory infrastructure, based on internationally recognized best practices and standards, for the capital markets and the securities industry. The QFMA’s strategic framework is focused on four pillars that are (1) protect investors, (2) ensure fair and efficient financial markets, (3) enhance transparency, profeciency as well as awareness and markets integrity, and (4) constrict misleading information and deceptive conduct affecting financial products and services.

CULTURAL EXCURSION - QATAR 2022 LEGACY PAVILION
Attendees of the Bloomberg Doha Conference are eligible for a private tour of Qatar 2022 Legacy Pavilion following conference sessions on day one and day two. The pavilion was a highly protected project during the bid; built to provide an experiential excursion of Qatar 2022, to showcase capability for the FIFA Technical Inspectors visit in September 2010.
The structure of the pavilion includes four main plazas:
1. The Welcome Tent – this is an area to relax and where an introduction is given on the purpose of the facility and the use of the room on the day of the FIFA inspection in 2010
2. The Connecting Plaza – this area provides an overview of the Generation Amazing (CSR) initiative the bid committee delivered and will continue to work on towards 2022. This initiative is focused at football development at grass roots level in local communities
3. The Legacy Pavilion – Provides a brief history of football in Qatar and showcases elements of major events previously held in Doha to prove the ability of staging major events
4. The World of Football – this is the ‘wow factor’ presentation that blends the 2030 vision with the plans for the 2022 FIFA World Cup Qatar. This presentation gives an understanding of what Qatar will be like in 9 years time.
